Each package's planned release version now aligns with the major its Go module path requires. A sub-module whose module directive is go.loglayer.dev/transports/foo/v3 releases at v3.x.y, even when its prior tags sat at v1.x.y and the changeset bump would otherwise produce v2.0.0. config.Load reads the module major from each package's go.mod; the planner clamps both existing-tag and first-release bumps to it.
v1.0.1:
Fix the tidy pre-flight to detect a released sub-module requiring a monorel-managed sibling that is not in the release plan and has no existing tag, failing with a precise error ("include it in this release plan, or release it first") instead of a generic offline-tidy failure.
